Inclusive Outreach and Enrolment Strategy for the Digital ID System in Somalia 2021-2022

Background

DADSOM, the National ID Authority, is tasked with establishing, owning, operating, and managing Somalia’s National Identity and Registration system. Their goal is to implement a secure, inclusive, and responsible foundational digital identification system, providing every resident in Somalia with a unique and verifiable proof of identity. To accomplish this, DADSOM aims to launch a comprehensive enrolment campaign targeting 1 million individuals, with a focus on inclusivity-ensuring that at least 50% of enrollees are women.

Challenge

The Ministry of Finance in Somalia needed to conduct social impact research & develop an outreach and enrolment strategy to ensure the adoption of the Digital ID System.

Our Approach

Farsight Africa used their research knowledge and experience in digital transformation to develop a new enrolment strategy. This included:

  • Synthesis of lessons learned and good practices related to inclusive outreach and large-scale registration in Somalia and countries with similar contexts.
  • Undertook qualitative field studies with end-users to understand how people in Somalia currently verify their identities to access services.
  • Analysis of the findings and development of an inclusive privacy-conscious outreach and enrolment strategy for vulnerable and marginalized groups.
  • Implementation of the strategy to engage with 1 million people.

Results

The Ministry of Finance in Somalia adopted the strategy and successfully empowered vulnerable and marginalized groups to adopt digital ID.
